my male bearded dragon keeps going on top of my female bearded dragon and nipping her what does this mean?

There both a little over a year old. the female a couple months older than male and female is a little bigger than male.And the males turns beard is black and he bobs his head. it says online that the male wants to mate, and when he get on top of her and nips her he is waiting for her to let him mount her. IS THIS TRUE?

It's a little hard to tell, from your description.
When bearded dragons mate, the male will climb onto the female's back, and may grasp the back of her neck with his mouth. He will wrap his tail down around hers.

If he is not in that position, but is just climbing on her and nipping her, it might be that he's telling her who's boss. (Dominant behavior).

It's more common for a female that is not receptive to climb onto the male's back, or chase HIM, to let him know she isn't interested in allowing mating yet.
