How to increase voltage or current of my power line (single phase)? Can I use a transformer (step up)?

From the Primary, I have a 15KVA transformer, then my electric meter, then a 900 meters service drop wire (private line), (#2 aluminum, twisting / one with no insulation. About 1 cm diameter each (I think it's called line to ground)). At my area the voltage from the socket reads 240V, but when I plug my 3HP motor submersible pump, the voltage reading drops to 165V.

How about putting a step up transformer at the motor to get back to 240VAC? About a 1.6:1 step up should do it for the load you mention.This would increase the current in the line, but would let you work. As long as the line is not overheating, would seem OK. A 460V controller downstream of the xformer programmed to limit output to 240V would be needed, a 3HP one is about $300. Or, how about using a motor drive or equivalent on the meter side of the step up xformer to control the xformer output? They are programmable, and have feedback, so a clever EE might be able to make it work as a voltage regulator. However, if the wiring doesn't meet code, you have no choice but to replace it. Also, need to have engineer or licensed electrician verify installation is safe and meets code.
