It is compatible with multiple devices such as Programmable Read-Only Memories (PROMs), Programmable Logic Devices (PLDs), flash microcontrollers and parallel memories.
This precise universal programmer, model VP280, features a high programming speed, test vector capability, multi-array fuse map editor device insertion and poor-pin-contact check. It offers universal DIP, PLCC, QFP, TSOP, PSOP, SOIC, SSOP and SDIP adapters. It is able to connect with a computer, PS/2 or other devices through its USB port. What is the best chip programmer?

Umm, the thing you linked to is not a chip programmer. It's just a bunch of sockets wired to headers. It could be used to *make* a chip programmer, but it isn't one all by itself.
